CDO 2027 city budget: what the council approved
What changed. The 21st City Council held its 57th Regular Session on Monday, October 26, 2026, presided by Vice Mayor Jocelyn “Bebot” Rodriguez. The City Government reports that the council approved Ordinance No. 2026-446, covering ₱9.55 billion in combined 2027 budgets. The release does not state a vote tally. Source: Cagayan de Oro City Government, October 26, 2026.
Why it matters. A city budget, such as the CDO 2027 city budget, sets what the local government can fund in a given year. It is separate from the ₱20.01-billion 2027 Annual Investment Program, which is a multi-year list of priority projects. We covered that program in our earlier Local CDO report.
What to consider. The release on the CDO 2027 city budget lists the total, not a line-by-line breakdown for construction. Property owners and contractors should wait for itemised budget documents before assuming any specific project is funded for 2027.
CDO 2027 city budget: road right-of-way and subdivision actions
What changed. In the same session, the council passed Ordinance No. 2026-449, appropriating ₱1,013,502.45 for road right-of-way compensation in Barangay Bulua. It also approved three subdivision ordinances: Nos. 2026-450 and 2026-451 in Barangay Canitoan (221 and 700 square meters), and No. 2026-452 for a 7,585-square-meter property split into nine lots in Barangay Tablon. A separate resolution (No. 2026-428) corrects the land area of the proposed fish port site in Barangay Bonbon from 29,436 to 27,532 square meters. Source: Cagayan de Oro City Government, October 26, 2026.
Why it matters. Right-of-way is the land a road needs. Paying for it is a normal early step before roadwork can proceed. The fish port correction is an area change only; it is not a construction approval.
What to consider. Buyers and developers in these barangays should confirm lot status and access with the City Government before planning.
City Hospital–Tablon turned over to the city
What changed. Mayor Rolando “Klarex” Uy led the official turnover of City Hospital–Tablon on October 27, 2026. The facility first opened on August 26, 2025 as a Primary Care Center with limited services. The City Government says full operation was delayed partly by work on the hospital access road and the relocation of families affected by the project. It now lists emergency room, outpatient, minor operations, laboratory, pharmacy and animal bite treatment services. Source: Cagayan de Oro City Government, October 27, 2026.

Why it matters. It is a clear example of how access roads and site clearing can shape a public building’s timeline.
What to consider. On any project, plan access and affected occupants early. This is the same discipline we apply when we coordinate scope, permits and sequencing for clients.
What we could not verify this week
We could not confirm a DPWH Region X procurement for a 650-meter Pagatpat section of the CDO–Laguindingan Mountain Diversion Road (Contract ID 27K00005). Third-party tender sites list it, but we could not open a PhilGEPS or DPWH notice, so we have left out its budget and dates. We also found no official item on wages, permits or zoning for October 24–31, 2026.
