Laguindingan Airport Internationalization: What CDO Builders and Investors Should Watch in 2026

A fresh regional decision has moved Laguindingan Airport internationalization higher on Northern Mindanao’s infrastructure agenda. On September 16, DEPDev-X reported that the Regional Development Council approved proposals related to the airport’s internationalization after its September 9 Full Council meeting—an important planning signal for property owners, developers and businesses across the Cagayan de Oro–Laguindingan corridor.

What happened in September 2026?

DEPDev Region X reported on September 16 that the RDC-X 146th Full Council Meeting, held September 9 in Tubod, Lanao del Norte, approved several infrastructure and connectivity proposals, including measures connected with Laguindingan Airport internationalization. The same regional agenda also covered Mindanao grid resilience, road safety, public-transport route rationalization and the Mindanao Railway Project Phase III.

This follows the RDC-X Infrastructure and Utilities Development Committee’s August 25 meeting, reported on September 3, where the committee discussed a proposed Internationalization Implementation Roadmap for Laguindingan Airport. DEPDev-X said the roadmap covers infrastructure and operational requirements, regulatory readiness, international route development and investment considerations.

What is already happening at Laguindingan Airport?

The internationalization discussion is not starting from zero. Aboitiz InfraCapital assumed operations of Laguindingan International Airport on April 26, 2025 under the airport public-private partnership. Government and operator information places the modernization investment at ₱12.75 billion. The PPP program includes renovation and expansion of the passenger terminal, modern equipment, and improvements to airside and landside facilities.

Earlier government information described a phased capacity plan from the airport’s original design capacity of about 1.6 million passengers per year toward 3.9 million in the first phase and up to 6.3 million in a later phase, depending on traffic demand. In March 2026, the operator also announced completion of runway rehabilitation work intended to improve safety and reliability. These existing improvements are separate from any future decision on specific international routes.

Why this matters to CDO-area construction

For the building industry, airport growth can change the questions investors ask about land and commercial space. Better regional connectivity can support demand for logistics, hospitality, food and beverage, offices, vehicle services, warehousing, staff housing and other airport-linked uses. But demand should never be assumed from a policy announcement alone.

The practical opportunity is to prepare sites and projects so they can respond if business activity grows along the Cagayan de Oro–Opol–Laguindingan corridor. That means checking access, utilities, drainage, power reliability, water, zoning, parking, fire safety and expansion capacity before committing to a land purchase, lease or construction program.

1. Verify land use and permits
Confirm zoning, allowable use, setbacks, access and applicable permitting requirements with the relevant authorities.
2. Test site access
Map actual travel time, road width, turning movements, delivery access and peak-hour constraints—not just straight-line distance to the airport.
3. Check utilities early
Commercial and logistics uses can have higher electrical, water, communications and backup-power requirements than ordinary residential development.
4. Match the building to demand
Do not overbuild based on a headline. Validate the intended tenant, operator, customer base and realistic absorption before finalizing floor area.
5. Design for adaptability
Flexible structural grids, service access and MEPF planning can make commercial properties easier to reconfigure as tenant requirements change.

For local investors, that distinction matters: physical construction may advance while airline, regulatory and commercial decisions proceed on separate timelines.
